Curry's big night sends Duke past Spartans 71-61

INDIANAPOLIS (AP) ? Mike Krzyzewski already holds the NCAA record for most wins by a coach.

Thanks to Seth Curry's big scoring night, Krzyzewski could finish the weekend by tying one of John Wooden's records.

Curry scored 29 points, tied the school record for most 3-pointers in an NCAA tournament game and led the Duke Blue Devils past Michigan State 71-61, putting Krzyzewski within one win of his 12th Final Four appearance. All Duke has to do is beat top-seeded Louisville in the NCAA tournament's Midwest Regional final ? something it already has done.

"We were fortunate to win that game. They've been playing the best basketball in the country," Krzyzewski said, referring to Duke's 76-71 victory Nov. 24. "I love their two guards. I think they're great kids and they're dynamic. But they're deep. They're a deep team. We can't turn the ball over against them."

Duke (30-5) can create its own set of problems as the Spartans found out Friday night.

Curry knocked down six of his first seven 3s before missing his final two to tie a school record that had been attained six other times, most recently by Jason Williams on March 22, 2001, against UCLA. He had plenty of help, too. Rasheed Sulaimon scored 16 points, making 12 of 14 from the free-throw line, also tying a school record for free throws made in a tourney game. Mason Plumlee added 14 points and seven rebounds in the return to his home state.

And if Krzyzewski earns career win No. 958 on Sunday against top-seeded Louisville, he will break a second-place tie with North Carolina's Dean Smith and move into a tie with Wooden for most Final Four appearances by a head coach in NCAA history.

Krzyzewski isn't the only one chasing a milestone.

A win would also move Louisville coach Rick Pitino into a tie for fourth all-time with Roy Williams and he is trying to get the Cardinals back to the Final Four for the second straight year.

Clearly, Louisville (32-5) has a few advantages. The game in Indianapolis will be played about 100 miles from campus and another heavily-partisan Cardinals crowd is expected at Lucas Oil Stadium.

But Louisville will face a team that was ranked No. 1 earlier this season and in the same venue it lost as the top seeded team in the Midwest Region just four years ago to Michigan State. Plus, they'll be facing a Duke team that is clicking on all cylinders.

"If a team's game plan is to just to be tough or physical with us, that's not going to win," Plumlee said.

The Spartans (27-9) learned that lesson the hard way.

They focused, as usual, on dominating the middle.

Instead, Curry's 3-point barrage loosened things up, and forced Michigan State to play catch-up most of the second half.

His sixth 3 of the night broke a 38-38 tie early in the second half, sending Duke on a 9-0 run. The Blue Devils never trailed again.

"Honestly, I was just trying to help my shot. I got a few to go early," Curry said. "I feel like every time I take a shot, it's going to go down and nothing felt different tonight."

The Spartans were led by Keith Appling, who scored 16 points despite playing with a brace over his injured right shoulder. Adreian Payne added 14 points and 10 rebounds, but it wasn't nearly enough against Curry & Co.

Coach Tom Izzo was hoping that his only son's prediction, that Duke would beat Michigan State in the regional semis, would be wrong. Instead, the younger Izzo got it right.

"They're a good team, they played well, Curry hurt us, no question about it," Izzo said. "We didn't quit, we hung in there. I thought we played poorly for us, but the better team won tonight."

The game was billed as an entertaining contest between two of college basketball's most successful coaches ? and it lived up to the hype.

The first half was played to a near draw with four ties and eight lead changes.

Michigan State grabbed an 18-17 lead on Derrick Nix's tip-in with 9:52 left in the first half, but Curry then scored nine points in an 11-2 run for the Blue Devils. He was fouled by Travis Trice while attempting a 3-pointer and made all three free throws to make it 28-20 with 4:59 remaining.

Back came the Spartans, who clamped down on defense and closed to 32-31 at halftime.

But Curry's early second-half scoring spree was all the Blue Devils needed. Michigan State pulled within seven with 1:32 to go, but couldn't get any closer after trailing by as much as 13 in the second half.

"We knew we would have to play at that level. They're a little more athletic than we are," Krzyzewski said. "We had to try to match that and tonight we were able to do that. I'm glad it's not a seven-game series because I'm not sure we'd be able to continue to do it. But tonight we were able to do it."

KABUL, Afghanistan (AP) ? U.S. special operations forces handed over their base in a strategic region of eastern Afghanistan to local Afghan commandos on Saturday, a senior U.S. commander said. The withdrawal from Nirkh district meets a demand by Afghan President Hamid Karzai that U.S. forces leave the area after allegations that the Americans' Afghan counterparts committed human rights abuses there.

"We're coming out of Nirkh," said Maj. Gen. Tony Thomas, the top U.S. special operations commander in Afghanistan, in an interview with The Associated Press.

Attaullah Khogyani, spokesman for the governor of Wardak province outside Kabul in which Nirkh is located, confirmed that U.S. special operations forces withdrew and were replaced by a joint Afghan security forces team.

The transfer of authority ends a controversial chapter in which Karzai accused U.S. troops and an interpreter working with them of torture, kidnapping and summary execution of militant suspects in Nirkh ? charges U.S. officials including top commander in Afghanistan Gen. Joseph Dunford firmly denied.

The incident shows the larger struggle of Karzai's government to assert its authority over security matters, even as its green security forces try to assume control of much of the country from coalition forces on a rushed timeline, ahead of the scheduled withdrawal of most of coalition forces by December 2014.

Karzai had originally demanded the U.S. special operations forces pull out from the entire province, a gateway and staging area for Taliban and other militants for attacks on the capital Kabul. But he scaled down his demands to just the single district after negotiations with Dunford and other U.S. officials.

"President Karzai was specific, it's only for Nirkh, that was a provocative point," Thomas said. "American special operations forces are integral in the defense of Wardak from now until the foreseeable future."

U.S. commandos will also continue to visit the Afghan team in Nirkh.

"We're going to support them from a distance," Thomas said. "The reality is there was such a groundswell of support (from locals) in Wardak after the initial allegations that we're keeping several teams down there to work with the Afghan security forces for the future, with an idea that we'll transition over time."

The Americans are paired with and live alongside locally recruited and trained teams known as Afghan local police. Thomas said most of the local police will be paired with Afghan security forces by the end of the summer, with the Americans making occasional visits as they will do in Nirkh, to assess whether they need logistic or other support.

One Wardak government official expressed relief that the agreement crafted with Karzai did not mean the complete pullout of U.S. forces from the province, saying that local officials were worried their new forces would not yet be able to keep hardcore insurgents out of the area.

The official spoke on condition of anonymity because his comments run counter to public statements made by Karzai, that the Afghan security forces are ready for complete independence in Wardak.

Local official is 6th arrest in Georgia baby's shooting

The commissioner of a town where a baby was shot to death was arrested Thursday, the sixth arrest since the small Georgia community was shaken by last week's attack.

Brunswick, Ga., city commissioner James Henry Brooks was charged with influencing a witness and willful obstruction of law enforcement officers in the investigation into?13-month-old Antonio Santiago's death, Glynn County Undersheriff Ron Corbett said.

Brooks,?59, was still in jail Friday because no bond had been set for the charge of influencing a witness, Corbett said. A bond of $1,256 was set on the other charge.

Antonio's mother, Sherry West, says she was on her morning walk last Friday when two teens came up to her and demanded money. When she told them she didn't have any cash, she says, the older teen shot Antonio in the head and her in the leg. Her injury was not life-threatening.

Brooks' charges stem from a Monday courthouse incident in which he allegedly tried to block a county investigator from speaking with the mother of De'Marquis Elkins, one of the suspects in the case,?reported NBC affiliate WTLV.com.?

Brooks was also indicted on unrelated racketeering charges in neighboring Camden County earlier Thursday, The Florida Times-Union reported. He was charged with taking money and influencing others in the local government from 2009 to 2011, the paper reported.

?Corbett, the Glynn County undersheriff, confirmed Brooks was indicted, but couldn't confirm the details.

Authorities investigating baby Antonio's death arrested suspects Elkins, 17, and?Dominique Lang, 15, last Friday. Over the course of this week, they also arrested Elkins' mother, aunt, and sister for tampering with evidence.

Elkins' sister, Sabrina, 19, and mother, Karimah, 36, are still in custody, without the possibility of bond.?

A handgun was discovered about two miles away from the crime scene, submerged a marsh, the?Brunswick police spokesman said yesterday. On Friday, Corbett said that Elkins' mother, Karimah, who is still in custody, faces a second charge of possession of a firearm by a convicted felon, but said he couldn't elaborate on the charge.

The only eyewitness to the shooting was Antonio's mother. West said when she insisted she didn't have any money on her, the older of the two teens pointed a handgun at her.?

"He says, 'Well, I'm gonna kill your baby,'" West?said last week. "I put my arms over my baby and he shoves me. And then he shot my baby right in the head."

Both teens have been charged as adults.

NEC looking to hawk mobile division to PC partner Lenovo, says Bloomberg

Though we don't get to see its smartphone wares too often stateside or in Europe, NEC has always said its mobile division was a big part of its business. Now it looks to be trying to fob that arm off to PC venture partner Lenovo, according to unnamed Bloomberg sources. The Japanese company is also said to be eying potential domestic buyers, and Reuters recently reported that it's selling retail subsidiary NEC Mobiling to the tune of $850 million. The move is said to be in the works to bolster profitability after two straight years of smartphone operation losses and 10,000 layoffs, but as always, such unattributed material needs to be digested with beaucoup salt.

What role do small dams play in pollution control?

Mar. 28, 2013 ? Sometimes, little things can add up to a lot. In short, that's the message of a research study on small dams, streams and pollution by Steve Powers, a postdoctoral researcher at the University of Notre Dame's Environmental Change Initiative (ECI).

"Small dams, reservoirs and ponds trap water pollution, which provides an important benefit to water resources," Powers said. "This is especially relevant in agricultural lands of the Midwest U.S., where there are lots of small, but aging dams."

Although small individually, the sum total of the small reservoirs and ponds have a global surface area comparable to that of all large reservoirs added together.

Powers and his fellow researchers showed in detail how a small aging dam, which was more than 100 years old and located in agricultural Wisconsin, trapped water pollutants associated with fertilizer and manure runoff. They also showed an increase in downstream transport of nutrient pollution after the dam was removed, which occurred because of concerns about the dam's safety.

"Many small dams are threatened by long-term structural decline and are also filling with sediment," Powers said. "If we don't better incorporate how small dams affect the movement of water and wastes through the environment, their benefit to downstream water quality could be lost. Meanwhile, legacy sediment and pollution currently trapped behind dams could release as dams lose their water storage capacity, fall apart, or are removed deliberately."

Powers notes that there is a crucial need to gain a better understanding of what small dams mean for our water quality before they crumble and disappear.

"I am continuing to work on the subject at a broader regional scale by looking at hundreds of stream and river monitoring stations throughout the Midwestern U.S. to detect signals of dams," he said. "One current goal is to try and figure out which regions are most vulnerable to water quality changes caused by accumulation of sediment and phosphorus behind dams."

The research paper appeared in the Journal of Geophysical Research-Biogeosciences.

Powers is conducting his research as part of the Notre Dame Environmental Change Initiative's Land Use Project. The Environmental Change Initiative conducts policy-oriented research designed to help policy-makers manage environmental changes.

China "resolutely opposes" U.S. curbs on IT imports: state media

BEIJING (Reuters) - China expressed "resolute opposition" and "strong dissatisfaction" with a new U.S. cyber-espionage rule limiting imports of Chinese-made information technology products, state media reported on Saturday.

The remarks underscore growing tension between the world's top two economies after the United States accused China of backing a string of hacking attacks on U.S. companies and government agencies.

China says the accusation lacks proof and that it is also a victim of hacking attacks, more than half of which originate from the United States.

The new provision, tucked into a funding bill signed into law on Thursday, requires NASA, as well as the Justice and Commerce Departments, to seek approval from federal law enforcement officials before buying information technology systems from China.

The United States imports about $129 billion worth of "advanced technology products" from China, according to a May 2012 report by the U.S. Congressional Research Service.

State media including Xinhua, the China Daily and the People's Daily, quoted a spokesman for the Ministry of Commerce as saying the U.S. bill "sends a very wrong signal".

"This will directly impact partnerships of Chinese enterprises and American business as they conduct regular trade," said Shen Danyang, the commerce ministry spokesman.

"This abuse of so-called national security measures is unfair to Chinese enterprises, and extends the discriminatory practice of presumption of guilt," the article in the official People's Daily said, quoting Shen. "This severely damages mutual trust between the U.S. and China."

The United States should eliminate the law, Shen said.

Technology security lawyer Stewart Baker wrote in a blog post this week that China could claim that the United States is violating World Trade Organization rules.

However, because Beijing hasn't signed a WTO agreement setting international rules for government procurement, it may not be successful in its challenge, Baker said.

Chinese foreign ministry spokesman Hong Lei also urged the U.S. to abandon the law at a news conference on Thursday.

"This bill uses Internet security as an excuse to take discriminatory steps against Chinese companies," he said.

Army formally declines Purple Hearts for Fort Hood shooting victims

SAN ANTONIO (Reuters) - The U.S. Army on Friday formally declined to award Purple Heart medals to the victims of Major Nidal Hasan's shooting rampage at Fort Hood, saying the move would damage his ability to receive a fair trial.

The Army in a position paper said that awarding the medal to those wounded and posthumously to those killed in the November 2009 attack would 'set the stage for a formal declaration that Major Hasan is a terrorist' because the medal is presented to military members who are 'wounded or killed in any action against an enemy of the United States.'

Hasan, 42, an Army psychiatrist, opened fire on a group of soldiers who were preparing for deployment to Afghanistan, killing 13 and wounding 32 before he was shot and permanently paralyzed by two civilian Fort Hood police officers.

He faces the death penalty if he convicted by a military jury on 13 specifications of premeditated murder. His court martial is set to begin in July.

The Army formalized its ongoing opposition to awarding the Purple Hearts in a position paper responding to language inserted in the Defense Authorization Bill, which would require the Secretary of the Army to award the medal.

Some of Hasan's wounded victims and families of the deceased have filed a federal lawsuit and among the demands is that each of the victims be awarded financial compensation and a Purple Heart.

"U.S. military personnel are organized, trained and equipped to combat foreign, not domestic, forces or threats," the Army wrote. "To expand the Purple Heart award criteria to include domestic criminal acts or domestic terror attacks would be a dramatic departure from the traditional Purple Heart award criteria."

A spokesman for the Secretary of the Army did not return a phone call seeking further comment.

Neal Sher, the New York-based lawyer for the Fort Hood victims, called the Army's claims 'rubbish.'

"This is a cynical travesty," Sher said. "The only thing the government has done is guarantee that anything done to help the victims will effectively impair and prevent Hasan's prosecution. These victims have been given the back of the hand by their government."

The Army says it has the interest of the victims in mind, saying any government declaration that Hasan is a terrorist could mean a delay of another 'year or more' in a trial which has already been pushed back several times by lengthy debates over Hasan's beard and other side issues.

"Such an unprecedented action would thwart the real and lasting measure that will bring closure to the grieving and harmed victims, the trial itself," the Army concluded.

Any time that your business undergoes a change, it is important to utilize proper change management in order to ensure that the change goes through smoothly. This is becoming more and more important over time, as change becomes the norm rather than the exception. Once management identifies the need for change, it can be helpful to hire a change manager to assist them through the process. They can then be expected to undergo some of the following changes.

First of all, the change needs to be effectively communicated to all affected parties. It needs to be made perfectly clear what changes are going to be made. Affected parties should understand why the changes are taking place. Just as important, they should understand what would happen if the change were not to take place. Finally, they need to understand what training will be undergone in order for the change to take place. This communication process is one of the most important aspects of change management. If it is not utilized properly, a company will be met with a great deal of resistance from employees.

Managers and employees must then become heavily involved in the process of change. Management must effectively teach the necessary skills to the employees that they need in order to do their job properly.

The next step is to incentivise the training process so that it works more effectively. The target goals should be divided into several smaller goals so that the change does not seem as large or as insurmountable. When short-term goals are met, employees should be rewarded accordingly. This helps motivate the work force, allowing it to work more effectively. This process also helps subdue critics and negative thinkers who hinder the transition process.

Employees feel more comfortable and motivated when they are kept in touch with the results of the changes that they are making. When success is achieved it should be congratulated. Analysis of performance should be used to encourage continued improvement.

Ultimately, the changes should be included in a new organizational culture. This means that the change should be recognized for the additional changes that it creates. When one aspect of business is changed, it has effects on all other aspects of business. This should be properly recognized and dealt with through structural changes. Both managers and employees will require regular encouragement for the transmission to be completed. Old habits can take quite some time to reverse. A change manager is highly recommended for this process to run smoothly.

Lazaridis to keep BlackBerry stake, focus on new venture

TORONTO (Reuters) - BlackBerry co-founder Mike Lazaridis said on Thursday he has no plans to sell his stake in the smartphone maker even as he steps down from the board to focus on a new quantum computing investment fund.

BlackBerry, formerly Research In Motion, announced the former co-CEO's departure from the board on Thursday as it reported its first quarterly earnings since launching its make-or-break new BlackBerry 10 smartphones.

"I'm really proud of what we built together at RIM, and I believe I'm leaving it in good hands, and remain one of its largest shareholders," said Lazaridis in an interview.

Asked whether he will hold on to that investment, Lazaridis said he has no plans to do otherwise. He owns 5.7 percent of the Waterloo, Ontario-based company, according to Thomson Reuters data from December 31, 2012.

Lazaridis, a silver-haired engineer who was born in Turkey, immigrated to Canada with his Greek parents as a child, and attended university in Waterloo, where he co-founded RIM in 1984.

Lazaridis also offered new details on his exit from the executive suite - he and co-CEO Jim Balsillie stepped down in January 2012, as the company bled market share to Apple Inc's iPhone and phones based on Google Inc's Android operating system, and its BlackBerry 10 ran behind schedule.

Lazaridis said he went to the board that month and asked them to make Thorsten Heins chief executive.

"I was asked to reconsider my decision to give up the CEO post, but I promised the board that I would assist Thorsten and his team in the completion of the development of BB10," he said. "I believe I've now fulfilled my commitment to the board."

Lazaridis and Doug Fregin, RIM's co-founder, announced their new $100 million Quantum Valley Investments fund earlier this month.

Those who do time-consuming calculations have for years longed for quantum computers, which could theoretically complete tasks many orders of magnitude faster than a conventional machine by tapping some peculiar properties of matter to do many calculations simultaneously.

Lazaridis, a physics buff who used some of his fortune to found the Perimeter Institute for Theoretical Physics in Waterloo, said he sees the quantum computing field "producing opportunities in the near-term." He said the fund has started making investments, but gave no details.

"This is ground-breaking work," he said. "We have the resources to put us in a position to help them fulfill the potential of these breakthroughs."

Asian giants tiptoe toward free trade deal

SEOUL, South Korea (AP) ? China, Japan and South Korea are inching ahead with talks for a free trade zone that would rival the European Union and North America in economic heft. Despite the achievement of setting aside their often acrimonious relations to begin negotiations, progress will be slow. An agreement to start talks took 10 years.

After three days of meetings in Seoul that finished Thursday, South Korea said officials agreed to hold two more rounds of negotiations this year, with the second meeting to be held in China either in June or July. Negotiations will cover goods, services and investment and might be extended to intellectual property rights and electronic commerce.

Striking an optimistic tone on the first day of talks, Japan's negotiator Koji Tsuruoka said the "integration of three economies which are very significant economies in this area as well as globally will provide very fruitful results to industries ... and to people."

Trade between the three Asian powers totaled $684 billion in 2011, an increase of more than five times from 1999, underlining Asia's growing weight in the world economy after more than two decades of breakneck growth in China and the earlier rise of Japan and South Korea as manufacturing powerhouses.

Those booming commercial ties are one of the few bright spots for relations among the three. The legacy of Japan's colonial occupation of South Korea until 1945 and its World War II-era atrocities in China has provided fertile ground for animosity.

Beijing and Tokyo's dispute over the sovereignty of East China Sea islands led last year to anti-Japanese riots in China and a damaging consumer boycott of Japanese autos and other goods. China and South Korea's relations have been strained over Beijing's continuing support for North Korea even as the North engages in threatening behavior and rhetoric.

Against that background, progress toward a free trade zone that would be the world's third largest could easily be interrupted by any flare-up in political tensions. A separate Japan-South Korea trade deal has languished since talks were halted in 2004 as they could not narrow disagreements over opening agricultural trade. Negotiating a three-way deal among countries at different stages of development, and each with industries lobbying for protection from competition is by itself a complicated affair.

"Usually, it takes around one to three years at the least to conclude FTA talks with a large trading partner, but I think the ongoing talks may take some more time, considering the importance and size of the involved countries and the fact that they are three-way negotiations," Choi Kyong-lim, South Korea's chief negotiator, told reporters according to Yonhap.

The talks between China, Japan and South Korea come amid a slew of moves to lower trade barriers as nations seek to reinvigorate economic growth that is still lagging in the aftermath of the 2008 global financial crisis.

South Korea, which already has free trade pacts with the European Union and its U.S. military ally, is separately negotiating a trade deal with China. As part of Prime Minister Shinzo Abe's policies to lift the Japanese economy out of two decades of stagnation, Japan has started negotiations with the EU and is seeking to join talks for a Pacific trade pact known as the Trans-Pacific Partnership that is being led by the U.S.

"For 10 years we discussed a China-Japan-Korea FTA and nothing happened. China and Korea have very high tariffs. But as soon as Mr. Abe said Japan will join TPP, then China and Korea were keen to restart talks," said Motoshige Itoh, a government adviser and professor at Tokyo University.

Some experts see China's possible deal with Japan and South Korea as its attempt to counter the U.S. which is turning its foreign and economic policy focus to Asia. They urge South Korea to also join the U.S.-led Pacific trade deal to balance already heavy reliance on trade with China.

"China's intention is to first form a Northeast Asian economic cooperation that excludes the U.S. while Japan can't sit still as South Korea advances to the Chinese market with Korea-China free trade talks," said Heo Yoon, a professor at Sogang University Graduate School of International Studies.

Despite concerns about greater competition in some industries, the South Korean government said a free trade bloc with China and Japan would sharply lower non-tariff barriers and boost its exports to both countries.

The government-funded Korea Institute for International Economic Policy estimates as much as a 0.44 percentage point addition to South Korea's annual growth rate during the five years after the deal took effect.

The auto industry will be a particularly sensitive issue for South Korea where automakers and unions are likely to lobby vociferously against greater Japanese penetration of a market that domestic producers such as Hyundai Motor Co. dominate with 90 percent of sales.

South Korean cars are not popular in Japan while Korean consumers have lately been snapping Japanese vehicles such as Nissan's Cube. South Korea shipped just $33 million worth of vehicles to Japan in 2012 while importing $523 million Japanese cars, according to Korea International Trade Association.

"We are concerned about the free trade deal with Japan," said Kim Tae-nyen, an executive director at Korea Automobile Manufacturers Association. "We don't expect much gain from a deal with China" as Korean automakers already sell locally produced vehicles in China.

Agriculture is also expected to be a sticking point in negotiations as both South Korea and Japan must contend with powerful farmer lobbies worried that cheap Chinese agricultural products will flood domestic markets.

China, meanwhile, is likely to seek lower tariffs on its agricultural products and labor-intensive manufactured goods. But trade experts said Beijing will be reluctant to open its service industries or to allow a freer inflow of foreign capital ? areas in which South Korea wants to remove barriers.

Nuclear-capable stealth bombers sent to South Korea amid Kim Jong Un's threats

Two American B-2 Spirit stealth bombers practiced an attack on the Korean Peninsula Thursday as part of a military exercise that has sparked angry threats from North Korea.

The U.S. military said the planes involved in the firing drill left Whiteman Air Force Base in Missouri on a "long-duration, round-trip training mission."

Inert munitions were dropped on a range facility on the Jikdo islands off the western coast of South Korea before the jets returned to the continental U.S. in a single continuous flight.

B-2 Spirit bombers are capable of carrying either conventional or nuclear weapons.

In a statement, the United States Forces Korea?said the mission "demonstrates the United States? ability to conduct long-range, precision strikes quickly and at will."

Dubbed "Foal Eagle," the training exercise involves about?200,000 South Korean troops and 10,000 U.S. forces and is due to continue until the end of April.

The Korean Central News Agency, the official state news agency, did not immediately have a response to the stealth bomber mission on Thursday. Previously, KCNA hit out at flights made by U.S. B-52 bombers.

The mission comes at a time of raised tensions between North Korea, its neighbors and the U.S.

A propaganda video posted on the country?s Uriminzokkiri website in February showed New York City under attack from North Korean rockets ? a scenario thought to be far outside the reach of the poverty-stricken nation.

The video, which was set to a version of the song "We Are the World," was widely lampooned in the U.S.

Another video posted in March showed an image of the U.S. Capitol building being hit by an explosion.

The U.S. military announced on March 15 that it was bolstering missile defenses in response to threats from the North, including a threat to conduct a "preemptive nuclear strike."

North Korean leader Kim Jong Un said on March 20 that he would order military forces to attack American military installations in the Pacific and South Korea?if its "enemies ? make even the slightest move,? according to KCNA.

?When the drills turn into a battle, the enemies will be made to drink a bitter cup, unable to raise their heads, in the face of retaliatory blows of the strong revolutionary Paektusan army, he [Kim] said,? the same KCNA article stated in language characteristic of the state?s military-first government.

Tensions rose on the Korean Peninsula in December when the North launched a rocket test, and then again in February with the test of a nuclear bomb. The United Nations Security Council moved to impose further sanctions on the already isolated nation by a unanimous vote early in March.

On Wednesday,?North Korea said it was cutting the last channel of communications with the South because war could break out at "any moment."

Quantum computing? Physicists' new technique for cooling molecules may be a stepping stone to quantum computing

Mar. 27, 2013 ? The next generation of computers promises far greater power and faster processing speeds than today's silicon-based based machines. These "quantum computers" -- so called because they would harness the unique quantum mechanical properties of atomic particles -- could draw their computing power from a collection of super-cooled molecules.

But chilling molecules to a fraction of a degree above absolute zero, the temperature at which they can be manipulated to store and transmit data, has proven to be a difficult challenge for scientists.

Now, UCLA physicists have pioneered a new technique that combines two traditional atomic cooling technologies and brings normally springy molecules to a frozen standstill. Their research is published March 28 in the journal Nature.

"Scientists have been trying to cool molecules for a decade and have succeeded with only a few special molecules," said Eric Hudson, a UCLA assistant professor of physics and the paper's senior author. "Our technique is a completely different approach to the problem -- it is a lot easier to implement than the other techniques and should work with hundreds of different molecules."

Previous attempts to create ultracold molecules were only effective with one or two specific kinds. Creating a method that can be used with many different molecules would be a major step forward because it is difficult to say which materials might be used in quantum computers or other future applications, Hudson said.

By immersing charged barium chloride molecules in an ultracold cloud of calcium atoms, Hudson and his colleagues are able to prevent most of the molecules from vibrating and rotating. Halting the molecules is a necessary hurdle to overcome before they can be used to store information like a traditional computer does.

"The goal is to build a computer that doesn't work with zeros and ones, but with quantum mechanical objects," Hudson said. "A quantum computer could crack any code created by a classical computer and transmit information perfectly securely."

Hudson's experiment makes molecules extremely cold under highly controlled conditions to reveal the quantum mechanical properties that are hidden under normal circumstances. At room temperature, molecules rocket around, bouncing into each other and exchanging energy. Any information a scientist attempted to store in such a chaotic system would quickly become gibberish.

"We isolate these molecular systems in a vacuum, effectively levitating them in the middle of nothing," Hudson said. "This removes them from the rest of the world that wants to make them classical."

The quantum mechanical world of subatomic particles deviates from the classical world that we observe with the naked eye because according to quantum mechanics, electrons can only exist at specific energy levels. In a quantum computer made of a collection of single atoms, information might be stored by boosting some atomic electrons to higher energy levels while leaving others at lower energy states. However, these atomic energy states are not stable enough to reliably preserve data, Hudson said.

"One of the challenges with atoms is that their energy states are very easily influenced by the outside world," Hudson said. "You make this beautiful quantum state, but then the outside world tries to destroy that information."

Instead of saving data in easily disrupted atomic energy states, a more robust way to store information is in the rotational energy states of molecules, Hudson said. A spinning molecule in the lowest energy rotational state could represent a binary one, while a stationary molecule could represent a binary zero.

Despite applications for quantum computing and other industries, cooling molecules to extremely low temperatures has proved a challenge. Even the simplest molecule composed of only two atoms is a far more complex system than a single atom. Each molecule vibrates and rotates like a miniature whirling slinky, and all of that movement must be stilled so that the molecule can lose energy and cool down.

A new cooling technique

To solve the ultracold molecule conundrum, Hudson and his group first created a floating cloud of calcium atoms corralled by incoming laser beams from all directions. This magneto-optical trap keeps the atoms stationary as it cools them to nearly absolute zero. They then use specialized rods with high, oscillating voltages as part of an ion trap to confine a cloud of positively-charged barium chloride molecules within the ultracold ball of calcium atoms to complete the cooling process.

For the vibrating, energetic molecules to lose heat, they must spend a significant amount of time in contact with the surrounding ultracold atom cloud. Hudson and his colleagues used barium chloride ions, molecules missing one electron, because charged molecules are easier to trap and cool than their neutral counterparts. The use of molecular ions is an essential innovation because previous efforts have demonstrated that neutral molecules ricochet off ultracold atoms without sufficient heat transfer.

"When a molecular ion and a neutral atom get close together they get in tight and bang off each other a bunch before the ion goes away," Hudson said. "When they collide like that it is very easy for the energy in one to go to the other."

While magneto-optical and ion traps are not new to the world of molecular physics, Hudson and his colleagues became the first group to combine these methods to create a cloud of ultracold molecules. This paper is the result of over four years of work spent designing, building, and testing their experiment.

"These two different technologies earned Nobel prizes for the scientists who developed them, but there wasn't really a body of knowledge about how to put these two procedures together," Hudson said.

The research is funded by the Army Research Office and the National Science Foundation.

Florida officials push for answers at boys' school graveyard

MARIANNA, Florida (Reuters) - Florida officials said on Wednesday they will seek federal money for a forensic investigation into unmarked graves on the grounds of a shuttered state reform school for boys that has been the target of numerous allegations of abuse and mysterious deaths of children.

Dozens of unmarked graves have been uncovered at the Dozier School in the Florida Panhandle city of Marianna and investigators are trying to determine the circumstances surrounding the deaths, which experts say probably occurred between 1914 and 1952.

"We really don't know exactly how many, or who they are," said Erin Kimmerle, a forensic anthropologist at the University of South Florida with a scroll-like map of spots where her ground-piercing radar spotted signs of human remains.

The Dozier School was legend among adolescents for about 100 years in Florida, as the state's major reform school, until it was closed in 2011.

Several years ago, former students told horror stories of sexual abuse and frequent beatings in a mausoleum-like building dubbed the "White House" where nine barren cubicles held boys accused of rules infractions.

Some died under unknown circumstances, according to relatives.

In December, researchers from the University of South Florida in Tampa said they found evidence of at least 50 graves on the school's property and more grave shafts in and around an area called "Boot Hill" across a major highway from the high, razor-wire-topped fences of the closed school.

Kimmerle's work also indicates there could be at least 50 bodies buried on the property.

"All the focus on exact numbers is not really the issue," she said. "Whether it's one or 20 or 40 or 60, we are talking about a child and families that are asking for information."

Florida Attorney General Pam Bondi and other state officials are seeking a court order to allow the remains to be exhumed.

The U.S. Department of Justice has a program that could provide up to $3 million for forensic sifting of the burial areas, said U.S. Senator Bill Nelson, a Democrat, who toured the site on Wednesday.

A $200,000 appropriation is pending in the state legislature.

Nelson said he wants to find out as much as possible and let relatives know the truth. He noted that "the statute of limitation on murder never runs out," but said there is little chance of prosecuting anyone.

State Attorney Glenn Hess said only one or two employees from the era are known to be alive, and it's unlikely a trial could prove how a boy died or who was responsible.

"The question is, can we establish probable cause that a crime has been committed, and who did it?" he said. "That's the hard part."

Families could ask their legislators to file "claims" bills for civil compensation, if identity could be established from remains and if negligence might be established on the part of the state.
